My granddaughter is 19 years old and in college but had earned income over $5,000 in 2007 and is claimed as dependent on her folks return.
From what I read it appears my granddaughter nor her folks will receive anything from the Economic Stimulus Refund program on her.
Am I reading this correctly?

Correct!
But if your granddaughter makes $3000 in 2008, files her own return and is not claimed by anyone else, she would get the $300 next year.
