American Recovery and Reinvestment Act of 2009
 The American Recovery and Reinvestment Act of 2009 was enacted on February 17, 2009. The Act contains many individual and business tax provisions aimed at stimulating the economy, most of which are effective for 2009 and 2010. It includes changes to many existing tax credits as well as the creation of several new credits, such as the Making Work Pay credit. Business tax relief includes an extension of bonus depreciation and the enhanced Section 179 deduction as well as a modification to the NOL carryback rules for small businesses.

Education credits. In the "More information" section, the last sentence of the second bullet should read: "Thus, the maximum credit for 2008 for Midwestern disaster area students is $3,600 (100% of the first $2,400 plus 50% of the next $2,400)." In your Handbook, cross out $1,200 and replace it with $2,400.

The Tab B Partnership Example includes a sample Form 1040, Schedule E and Schedule SE on Page B-23. A guaranteed payment of $38,100 should be included in income on these forms, but was inadvertently omitted. Including the guaranteed payment also changes the self-employment tax computation amounts on Schedule SE and the one-half of self-employment tax deduction on Form 1040. [2/25/09] 2009 Federal Withholding Computation - Quick Tax Method (Page I-1)
The IRS has made available early release copies of new wage withholding tables that replace the corresponding tables previously included in Publication 15, (Circular E), Employer's Tax Guide for 2009. The new IRS withholding tables will be published in Publication 15-T, New Wage Withholding and Advance Earned Income Credit Payment Tables (For Wages Paid Through December 2009). The IRS asks that employers begin using the new tables in lieu of the applicable previously published tables as soon as possible, but no later than April 1, 2009. Worker, Retiree, and Employer Recovery Act of 2008
 The Worker, Retiree, and Employer Recovery Act of 2008 was enacted on December 23, 2008. The Act contains many technical changes to the minimum funding requirements for defined benefit plans plus technical and clarifying changes to the Pension Protection Act of 2006. These provisions are of interest primarily to actuaries and practitioners heavily involved in the administration of defined benefit plans. The Act also contains several changes that may impact a broader range of taxpayers, including relief from 2009 required minimum distributions (RMDs).
